PROFESSIONAL EXPERIENCE:
Randall K. LaClaire has over 27 years experience in the construction industry. As a graduate Civil Engineer, Randy started his career as a design engineer working both in the private and municipal sectors. Design fields included site development, roadway, highway, and bridge design as well as building structures. As time progressed, Randy moved into the construction end as a Project Manager. The combination of his engineering and construction backgrounds brings a real advantage to RKL’s clients in that as he works with both the Design and Construction teams, he understands each team’s role and position and has a clear understanding of the pitfalls the owner might face in light of these positions. In addition, as a business owner himself, he has a clear understanding of the business impacts of cost effective design as well as the impacts should a project miss the targeted schedule or budget. Over his career, Randy has successfully brought this experience to multiple industries, including retail, manufacturing, warehousing, hospitals, institutions, data centers, and others.

Building Projects:
q Charter Development Corporation: Owner’s Representative for a $2.2 Million retail mall renovation project. Project included site parking and drainage renovations as well as façade upgrade and physical therapy space fit-up. This project was a challenge in that it was an active retail mall with multiple tenants that needed to maintain business during the construction project, all tenants were pleased with the project and to everyone’s knowledge no business was lost.
q Pinkerton Place: “Owner’s Representative/Agency Construction Manager” for a 5 acres $5.5 million commercial subdivision in Derry, NH. RKL Construction Consultants carried this project from concept to completion. Project included: merging two separate lots, demolition of one existing building, conversion/renovation of existing auto dealership facility to a retail space, complete site infrastructure, construction of a 16,000 square foot retail building and a 4,200 square foot retail space. Included complete site design, building design and permitting.
q Evergreen Capitol Partners: “Owners Representative” for a $4.0 million, three story masonry and steel office complex in Lebanon, NH. The exterior consisted of brick, dryvit, and glass finishes. The project included complete site development including: drainage, parking, and complete utilities.
q Hannaford Bros, Inc.: Project Manager for the construction of new and renovated retail stores ranging from 35,000 to 50,000 S.F. at a total cost of $7.0 to $8.5 million. Construction schedules ranged from 36 to 38 weeks, ground breaking to Grand Opening. All Stores opened as scheduled.
q Dartmouth College: Owner’s Representative for various construction projects ranging from site/civil projects to new buildings of cost from $1.2 to $90.0 million in Hanover, NH. The projects included extensive wetlands issues and Zoning Administration issues, design and construction oversight.
q Dartmouth College Real Estate: “Project Manager” for the construction of a $3.0 million rental housing complex. The complex included: the construction of 23 new apartments housed in six buildings; along with the renovation of two existing buildings. The entire project encompassed a city block in downtown Hanover, NH.
q Dartmouth College Real Estate: “Project Manager” for the development of a 25 home subdivision. The project included complete site development with: roads, drainage system, all utilities and the construction of 25 homes. The project required working with the real estate broker, the buyers and the contractors in finalizing the finishes and punchlist.
q Shaw’s Supermarkets, Inc.: Project Manager for the construction of several new and renovated retail stores ranging from 45,000 to 75,000 S.F. at a total cost of $6.0 to $9.0 million. Construction schedules ranged from 21 to 31 weeks, ground breaking to Grand Opening.
q Poland Regional High School, Poland, ME: Assistant Owner’s Representative during the final phase of a newly constructed $18 million high school/middle school facility.
q Parkview Hospital, Brunswick, ME – Senior Project Manager for the renovations of a recovery wing at local Maine Hospital. The renovations were accomplished in two phases in order to maintain required bed availability.
q Hadlock Field, Portland, ME: Senior Project Manager for the renovation of a baseball stadium in Portland, Maine. The total construction value was $5.0 million. The project team included: two separate owners, three design firms, a general contractor, stadium erectors, and city crews as part of the construction team. The design overcame unsuitable soil conditions without the use of piles. The project was completed on schedule.
q Etna Road Data Center: Dartmouth College, Hanover, NH: Project Manager for a 5,000 S.F. state of the art N+1 data center located off campus, to be used as a backup data center for the campus IT services department. This facility is an unmanned facility with complete remote monitoring and control for all mechanical, electrical and security systems. The facility is equipped with completely redundant: climate control systems, electrical backup systems and power distribution systems. At total fit up the project cost was approximately $20.0 million.
q Zeta Psi Alumni Association: Restoration and expansion of a 7,000 S.F. fraternity built in 1927. Managed the project on behalf of the building committee, from the feasibility stage through construction. The challenges of the project included maintaining the antiquity of the facility while upgrading to current standards under a tight budget as the project was funded by donations.
Civil Projects:
q Dartmouth College Real Estate: “Project Manager” for the development of a 25 home subdivision. The project included complete site development with: roads, drainage system, all utilities and the construction of 25 homes. The project required working with the real estate broker, the buyers and the contractors in finalizing the finishes and punchlist.
q Town of Hanover: Replacement of a 12” sewer line through the center of town. Project included directional boring of sections, excessive utility line coordination/relocation and traffic control. Managed the project on behalf of two owners, Dartmouth College and the Town of Hanover.
q New Sharon, VT: Managed the Reconstruction of a collapsed “Stone Arch Culvert” in New Sharon, VT. The culvert serviced a stream under a railroad line and roadway. During un-seasonally high water run-off the “Stone Arch Culvert”, originally constructed in the early 1900’s, collapsed. Re-construction of the culvert required temporary shoring to maintain rail service as well as maintaining stream bed throughout the project. The project was managed on behalf of the municipality and the Railroad.
q Barre Reload: Managed the design and re-construction of a “Railroad Reload Yard” in Barre, MA. The existing yard was built over the site of a closed out woolen mill disposal yard. The project included design and construction of a sub-surface drainage network, along with the placement of synthetic soil stabilizer and granular surface. The yard needed to maintain stability under rolling 30 ton equipment.
